reporting gaming of the voting system. is there a sub that handles this? (self.help)

today i found the first example of a smallish subreddit being used to game votes on a large subreddit to push out propaganda to the masses. is there a subreddit or place to report things like this?

as of a couple minutes ago, the top post on r/vegan was this call for votes.

Not only is there no place to report it, there are reddits devoted exclusively to this practice (/r/worstof, for example).

Lol, that's it? I thought this was about white nationalists or something but it's just silly vegans. The two dozen extra votes this adds are pretty much irrelevant. The call went out on Reddit itself, that doesn't even count as gaming the system if you ask me (see the recent webcomics circlejerk).
