I've had this problem as well. One easy workaround is to go to the user's profile, and then the remove button should show up under any posts he made in your reddit.

I'm the other mod, of the same subreddit, and I've noticed it too.

I have to 'report' a link, and reload the page, before the 'remove' button shows up. Is this unique to reddits with multiple mods?

Strange, you should have a remove button directly under the comment.
